RESIDENTS of informal settlements in Kisumu city have petitioned the county assembly over the intended debate on the proposed Integrated Strategic Urban Development plan. In a petition addressed to the county assembly, they said the county assembly should not debate the plan until the constitutional requirement of public participation is met.
