VIHIGA Senator George Khaniri has opposed a proposal by URP MPs to amend the constitution to allow the President to appoint elected MPs as Cabinet Secretaries. Speaking to the Star on the phone yesterday, Khaniri said the proposal will be retrogressive if implemented. He said it is against the doctrine of separation of powers as enshrined in the constitution. “World over, people are moving away from merging arms of the government.
