FORMER Housing Minister Soita Shitanda has accused county governments in sugar belts of not addressing issue affecting the sugar sector. He said county governments do not seem to be in a hurry to pass laws guiding the sector despite the fact the agriculture is a devolved function. “The national government will continue to interfere with the sector as long as the county governments do not have laws to guide the sub-sector,” Shitanda told the press in Kakamega town yesterday.
