KAKAMEGA Governor Wycliffe Oparanya has said payment of the controversial Sh200 million to the cash strapped Mumias sugar was approved by the county assembly. He said the money was handed over to the Miumias Distributors Ltd because the firm has a contract with the Mumias Sugar Company to pay farmers after receiving sugar to from the miller for sale. “I briefed the Auditor General before the county entered into agreement with the company and he gave us the green light.
