SIAYA county assembly has faulted governor Cornel Rasanga for creating a non-existent position. The assembly has accused Rasanga of unconstitutionaly appointing Silas Odhiambo to the position of county secretary. Odhiambo is a former Bondo town clerk. The position was previously held by interim Transitional Authority secretary Caleb Ongoma, who was removed mid last year.
