The Commission for the Implementation of the Constitution chairperson Charles Nyachae has blamed some agents in government for trying to frustrate devolution. “The Jubilee goverment should respect the verdict of the people who voted the consitution and uphold it," he said. Nyachae said the commission has begun a series of activities in counties in a bid to monitor the status of the implementation of the constitution and success of devolution.
