The Bungoma county assembly has started the vetting of 14 chief officers proposed by Governor Kenneth Lusaka. Sandys Chiuli, an undersecretary in the Ministry of Devolution, was the first to be vetted for the position of county secretary. Chiuli found himself in trouble when he could not identify his roles and the officer he will be reporting to if appointed. “If you are given this job today, where will you begin?
