THREE governors have said they did not fail to utilise Sh51 billion for development in their counties. Speaking at a press conference in Kisumu on Monday, Bungoma Governor Kenneth Lusaka said the money had not been released to the counties' accounts. The money is reportedly at the Central Bank of Kenya. Other governors present were Jack Ranguma (Kisumu) and Sospeter Ojaamong (Busia).
