THE Senate will draft a Bill for counties to set up technical colleges and speed up industrialisation. Speaking at Sigalagala Polytechnic on Wednesday, Mutahi Kagwe who is the chairman of the Senate Committee on Education and ICT, said institutes in respective counties should offer skills relevant to the industrial needs of each county.
