KAKAMEGA governor Wycliffe Oparanya has said his administration will finance its recurrent budget using locally collected revenue. Oparanya said his government had put in place proper financial controls to seal leakages and ensure adequate revenue is collected to support its recurrent expenditure. “We know we have lost money because of leakages here and there. We now have receipts with the county government letterhead as one of the strategies to seal the leakages,” he said.
