POOR registration of children at birth affects planning of resources allocation by the government. The coordinator of department of civil registration in Nyanza and Central regions Jane Kariuki said most parents do not apply for birth certificates after birth. "The government cannot conduct proper planning for children across the country due to lack of birth certificates," she said.
