KAKAMEGA Governor Wycliffe Oparanya has accused the national government of plotting to sabotage counties. Oparanya said the state is delaying to release funds to make governors look ineffective. Speaking on Saturday while inspecting development projects in Lugari and Likuyani subcounties, Oparanya rubbished comments by Deputy President William Ruto that counties are unable to effectively use money allocated to them by the national government.
